VI.       PUBLIC HEARING

A public hearing will be held on the proposed closure of a portion of Elm Street by the City of Florence pursuant to the request of Florence County.

Mr. Michael Hawkins, Chairperson, Parks and Leisure Commission, to give an update and provide information to City Council relating to issues involving Parks and Leisure.

VIII.    ORDINANCES IN POSITION

a.         Bill No. 2003-47 - Second Reading

An Ordinance to amend the budget for the City of Florence, South Carolina, for fiscal year beginning July 1, 2003, and ending June 30, 2004.

b.         Bill No. 2003-48(As Amended) - Second Reading

                        An Ordinance to annex and zone property owned by Mr. Charles M. Grace,
                        IV  located at 435 North Cashua Drive by amending the Zoning Atlas of
                        the City of Florence.

c.         Bill No. 2003-49 - Second Reading

                        An Ordinance to annex property owned by Florence County Disabilities
                        and Special Needs Board located at 705 Manchester Avenue.

d.         Bill No. 2003-50 - Second Reading

                        An Ordinance to annex and zone property owned by property owners in
                        the  Hazelwood Subdivision.

e.         Bill No. 2003-52 - Second Reading

                        An Ordinance to rezone property owned by Hugh Wilcox, Jr., Etal located
                        at East Chapel View Road by amending the Zoning Atlas of the
                        City of Florence.

IX.       INTRODUCTION OF ORDINANCES

a.         Bill No. 2004-01 - First Reading

                        An Ordinance to annex and zone properties owned by Mr. John W. and
                        Evelyn Miller, located at 1501 and 1503 Carnaby Circle by amending
                        the Zoning Atlas of the City of Florence.

b.         Bill No. 2004-02 - First Reading

                        An Ordinance to annex and zone property owned by Mr. Charles M. Grace
                        IV  located at 435 North Cashua Drive by amending the Zoning Atlas of
                        the City of Florence.

c.         Bill No. 2004-03 - First Reading

            An Ordinance to annex and zone properties located at the corner of
            Waterford Drive and South Cashua, known as Pickford Subdivision and
            a 20 foot easement  parallel to Cashua Drive, Florence as shown on Tax
           Map Nos. 101-5-01-034, 101-01-021, 101-5-01-029 (20' easement only)
           and 101-01-022 by amending the Zoning Atlas of the City of Florence.

d.         Bill No. 2004-04 - First Reading

An Ordinance to annex and zone properties located off South Knollwood Road known as Forest Lake Shores Subdivision and shown specifically on the attached annexation plat and as parts of Tax Map 101, Block 1, Parcels 9 and 557, by changing the Zoning Atlas of the City of Florence.

e.         Bill No. 2004-05 - First Reading

                        An Ordinance to annex and zone property located off Alligator Road
                        known as Womack Gardens Subdivision, Florence as shown on Tax Map
                       No. 101, Block 1, Parcel 7 by changing the Zoning Atlas of the City
                       of Florence.

f.          Bill No. 2004-06 - First Reading

An Ordinance to annex and zone property located at 435 Woodland Drive, Florence as shown on Tax Map No. 90-019, Block 8, Parcel 5 by changing the Zoning Atlas of the City of Florence.

g.         Bill No. 2004-07 - First Reading

                        An Ordinance to annex and zone property located at 1502 Carnaby Circle,
                       Florence as shown on Tax Map 90-097-1-9 by changing the Zoning Atlas
                       of the City of Florence.

h.         Bill No. 2004-08 - First Reading

An Ordinance to annex property owned by Florence Baptist Temple located adjacent to their existing properties, as shown on Tax Map No. 151, Block 1, Parcel 91.

i.          Bill No. 2004-09 - First Reading

                        An Ordinance to rezone property owned by MD/CP-Cashua & Second
                        Loop LLC, located at 2498 Second Loop Road by amending the Zoning
                        Atlas of the City of Florence.

j.          Bill No. 2004-10 - First Reading

                        An Ordinance to rezone property owned by Cypress Square Associates
                        located at 2421 Second Loop Road by amending the Zoning Atlas of the
                        City of Florence.

k.         Bill No. 2004-11 - First Reading

                        An Ordinance to abandon College Park Drive between Third Loop Road
                        and Mars Hill Circle by amending the Zoning Atlas of the City of Florence.

l.          Bill No. 2004-12 - First Reading

            An Ordinance to abandon North Truman Lane between Evans and
            Day Streets by amending the Zoning Atlas of the City of Florence.

X.        INTRODUCTION OF RESOLUTIONS

a.         Resolution No. 2003-08

                        A Resolution to authorize the City of Florence to assume a claim
                        deductible with the South Carolina Municipal Insurance and Risk
                        Financing Fund.

b.         Resolution No. 2003-09

                        A Resolution to authorize the City of Florence to assume a claim
                        deductible with the South Carolina Municipal Insurance Trust
                        Worker’s Compensation Fund.

c.         Resolution No. 2003-10

Council to choose between a Resolution proposed by the County of
Florence closing a portion of Elm Street and a Resolution proposed by
William Keefe denying the closure of a portion of Elm Street.

XI.       REPORTS TO COUNCIL

a.         A report by Mr. Ryan Scholz, Chairman of the Board of Directors for
the American Red Cross and Mr. John Malone, Executive Director of
the American Red Cross.

b.         A report to consider assistance in the funding of a United States
Geological Survey (USGS) study that would analyze and recommend
to the Pee Dee River Coalition Board a minimum flow within the Pee
Dee River that would prevent coastal salt water intrusion above the
raw water intakes for water systems on the Pee Dee and Waccamaw
River Systems.

c.         A report on dates for the 2003 Christmas Holidays
